In his opinion, it is important that the commission consists only of experienced specialists in the field of elections.



During the meeting of the Committee on Constitutional Legislation, State Structure, Local Self-Government, and Regulations of the Jogorku Kenesh, a draft law was considered that proposes reducing the number of members of the Central Election Commission (CEC) from 12 to 8.


Deputy Dastan Bekeshev, speaking at the discussion, emphasized that reducing the number of commission members is not critical, but noted that a smaller number of participants could speed up the decision-making process.


“However, candidates have certain concerns. In the current situation, sometimes someone can speak out against, and this creates a sense that democracy is still present. If their number decreases, it may lead to a situation where no one will express their disagreement. This is the main problem,” he said.


Bekeshev also suggested clarifying the requirements for candidates for positions in the CEC in the draft law, insisting that only those with experience in organizing elections should be members of the commission.


“We have qualified specialists, but there are also so-called 'parachutists.' I hope they won't take offense, but some of them completely do not understand how elections are conducted. This becomes obvious during conversations with them,” the deputy added.


Deputy Nurbek Sydygaliev, one of the authors of the draft law, supported his colleague and agreed to include requirements for the experience of CEC members in the document.


As a result of the discussions, the draft law on reducing the composition of the election commission was approved in the first reading.
