Kongantiev was elected as a deputy from electoral district No. 21 (Lenin District of Bishkek), receiving 13,379 votes. In parliament, he represented the deputy group "El ümitü Ata-Jurt" and chaired the committee dealing with industrial policy, transport, fuel and energy complex, architecture, and construction.
Among other deputies who have resigned their mandates, the following can be mentioned:
- Eldar Sulaymanov;
- Nurlanbek Turgunbek uulu;
- Kunduzbek Sulaymanov.
It is also worth noting that Deputy Janar Akayev left his mandate after being appointed mayor of the city of Osh.
