The deputy criticized the law 'on conflict of interest' for not working

The deputy claims that entrepreneurs regularly give gifts to officials, but no one is held accountable for this.



During a session of the Jogorku Kenesh, the draft law amending the law "On Conflict of Interest" was discussed in its second reading.


Dastan Bekeshev, a deputy, raised the issue of compliance with the legislation regarding gifts received by public servants.


He reminded those present that according to the law, any gifts received during official visits must be transferred to a museum.


A government representative confirmed that this requirement does indeed exist, as it pertains to official visits rather than personal trips.


However, Bekeshev noted that in practice, the law is not functioning. According to him, many entrepreneurs continue to give gifts to officials, including expensive items.


"This creates situations of conflict of interest. Moreover, such incidents occur in front of the public — officials accept gifts while promoting their own interests. As a result, no one is held accountable, and there is no one to punish them," the deputy asserted.


In response, a Cabinet representative agreed with the criticism, noting that the law had not been applied in practice for a long time. She added that changes are planned within the framework of the anti-corruption strategy, which should serve as a starting point for the real functioning of the law.


After the discussion, the deputies adopted the draft law in its second reading.
