In the second reading, the Jogorku Kenesh adopted a bill concerning the construction of educational and social institutions on the territory of State Residence No. 1.

Amendments to the law on the guarantees of the president's activities and the status of the former president of the Kyrgyz Republic were proposed in response to appeals from the residents of Chon-Aryk to President Sadyr Japarov regarding the need to address the shortage of educational institutions in their village.

Currently, there are neither kindergartens nor schools in Chon-Aryk, which creates difficulties for children in obtaining preschool and school education.

To address this issue, the president instructed to allocate a plot of land measuring 10.48 hectares within State Residence No. 1 for the construction of modern educational and social facilities, including kindergartens, schools, and health complexes. This initiative aims to improve the accessibility and quality of education for children from Chon-Aryk and the surrounding areas, as well as to support the health and social development of the younger generation.

However, according to current legislation, the allocation of land within the territory of the state residence is prohibited. Therefore, the government proposes to amend the law to allow for the allocation of land for social needs within the residence by the decision of the president, while ensuring compliance with all necessary protective and security measures established for the residence of the head of state.
