Since its launch in 2022, the program has aimed to create conditions for improving the standard of living and developing individual businesses.
From the beginning of its implementation, between 2022 and 2025, 48,557 social contracts have been signed. The majority of projects are concentrated in the agricultural sector (73.3%) and also cover production, trade, and services.
According to monitoring data, 94.2% of program participants are women, predominantly from rural areas. Thanks to this initiative, more than 57,000 jobs have been created, positively impacting the lives of over 228,000 people. Some families who were among the first to receive assistance noted that their annual income exceeds 1 million soms.
In 2025, the amount of one-time social assistance increased to 150,000 soms.
For 2026, it is planned to sign social contracts with 13,334 families, for which over 2 billion soms have been allocated. As of March 1, 2026, 607 contracts have already been processed, and the application acceptance and participant selection are ongoing.
Starting in 2024, interest-free loans have also been introduced to support businesses. Program participants can receive up to 200,000 soms for a period of up to three years through state banks. The main condition for obtaining a loan is the presence of a document confirming entrepreneurial activity, which promotes the official registration of businesses with tax authorities.
In 2024–2025, more than 1,200 program participants took advantage of these loans. Under the "Social Contract" program, 1,329 small enterprises have been opened across the country, of which 186 are registered as individual entrepreneurs, 1,143 operate under a patent, and 4 are in the form of limited liability companies.
