The Central Election Commission approved the election results for district No. 28: Kokulov, Sagynaev, and Junushbaeva become deputies of the local council.

The Central Election Commission (CEC) at its meeting on December 7 made a decision regarding the results of the early elections for deputies of the Jogorku Kenesh, which took place in the multi-mandate electoral district No. 28. According to the adopted resolution, the elections were recognized as valid, and the protocol with the voting results was approved.

As a result of the elections for deputies of the Jogorku Kenesh in district No. 28, the following candidates were elected:


For the conduct of elections in this district, 108 polling stations were organized. The voter list for district No. 28 included 160,044 people, of which 57,677 voters participated in the voting, which constitutes 36.04% of the total number of registered voters.

Within the district, 48,506 people voted, which is 30.31% of the number of voters, while 9,171 voters voted remotely — 5.73% of the total.

In the elections for deputies in the multi-mandate district No. 28, 16 candidates were registered, all of whom participated in the elections. According to protocol No. 28 of the district election commission, compiled on December 3, 2025, the voting results were distributed as follows:
1. Usenova Elmira Valentinovna – 3,015 votes (5.28%);

2. Tüloev Balbak Zarlykovich – 4,297 votes (7.53%);

3. Junushbaeva Rakhmat Myrzabekovna – 6,724 votes (11.78%);

4. Abdymambetova Munara Baisymakovna – 728 votes (1.28%);

5. Maliev Arslanbek Kasymakunovich – 1,766 votes (3.09%);

6. Sagynaev Bolot Turusbekovich – 9,254 votes (16.21%);

7. Ongoev Nurlan Asylbekovich – 1,003 votes (1.76%);

8. Kokulov Erulan Kalchoroevich – 11,619 votes (20.35%);

9. Ismailov Muratbek Kubanychbekovich – 5,279 votes (9.25%);

10. Zholdoshbekov Eraly Zholdoshbekovich – 220 votes (0.39%);

11. Junushalieva Meirim Kubanychbekovna – 1,383 votes (2.42%);

12. Doroев Azamat Kubanychbekovich – 5,774 votes (10.12%);

13. Ibraev Samatbek Kulukeievich – 1,640 votes (2.87%);

14. Omorova Ainur Samybekovna – 1,911 votes (3.35%);

15. Asanakunova Zhyldyz Zhartyievna – 624 votes (1.09%);

16. Kemelov Akyl Kanatbekovich – 978 votes (1.71%);

17. “Against all” – 867 votes (1.52%).
No complaints were received by the Coordination Group for Operational Response during the preparation and conduct of the elections in district No. 28.

Based on protocol No. 28 dated December 3, 2025, the CEC recognized the elections for deputies of the Jogorku Kenesh in the multi-mandate district No. 28 as valid in accordance with the current electoral legislation.

The boundaries of the district encompass: the city of Karakol in its entirety; the Jeti-Oguz, Kyzyl-Suu, Orgochor, Barskoon, and Zhargylchak rural districts of the Jeti-Oguz region, as well as the Kун-Chygys, B. Mambetov, Ula-Hol, and Ak-Terek rural districts of the Ton region in full.

It should be noted that on November 30, elections for deputies of the Jogorku Kenesh were held in Kyrgyzstan, during which the country was divided into 30 districts. In each district, three deputies were elected, who received the highest number of votes. A total of 90 deputies were elected to parliament. The new election system includes a gender quota, according to which there cannot be representatives of only one gender in one district — combinations of 2 men and 1 woman or 2 women and 1 man are allowed.
