In the political, economic, and spiritual spheres, Kyrgyz-Russian allied interaction has developed in an upward trajectory during this time. The Russian direction, as the main priority, had a solid foundation and was filled with new and real content year after year.
A significant event for Kyrgyzstan was the adoption of the Declaration on Eternal Friendship, Alliance, and Partnership. This document elevated bilateral relations to the level of strategic alliance. The parties essentially found a unique formula for resolving issues in the very delicate sphere of citizenship, which served as an important precedent for their successful resolution in the relations between states within the framework of the Eurasian Economic Union (EAEU). This is the Treaty on the Legal Status of Citizens of the Two Countries Permanently Residing on Each Other's Territory, and the Agreement on the Simplified Procedure for Obtaining Citizenship for Permanent Residence.
Kyrgyzstan and Russia jointly implemented a 10-year Economic Cooperation Program, which contributed to the strengthening of trade and economic cooperation with Russia, the leading trading partner of Kyrgyzstan.
The priority of ties with Russia is predetermined by the entire history of Kyrgyzstan's development and is conditioned by numerous factors: firstly, the centuries-old political, economic, and spiritual connections, which have been accompanied in recent decades by close interactions between the economies and other spheres of activity of the two states; secondly, the common goals of the two states in implementing deep democratic transformations and overcoming crisis phenomena in the socio-economic sphere.
