In September, Energy Minister Talaybek Ibraev noted that the upcoming winter would be the most challenging for Kyrgyzstan. Since then, the country has begun to actively implement measures to save electricity.
By mid-November 2025, the government made a series of decisions:
- the use of street lighting in government and administrative institutions in the evening is prohibited;
- electricity consumption in schools is limited after 6:00 PM;
- a new power limit for the population has been introduced - up to 3 kW, forcing residents to choose between using a washing machine and an electric kettle;
- the operation of mining farms has been suspended until the end of March 2026;
- the Bishkek city hall reported that in cafes, restaurants, and nightclubs, all electrical appliances, especially those that consume a lot of energy, such as stoves and heaters, must be turned off after 10:00 PM, although this requirement was later softened;
- the president instructed to reduce the volume of electricity imports.
