The village government is once again purchasing goods for schools and kindergartens: centralized procurement has failed

A deputy has appealed to the Ministry of Finance to address issues related to supplies for educational institutions.



At a recent meeting of the Jogorku Kenesh, Temirlan Aitiev expressed concern about the difficulties arising in the process of purchasing furniture, equipment, and other items for schools and kindergartens, which have resulted from transferring these powers to the Ministry of Finance.


Since 2024, the Ministry of Finance has established a State Procurement Center, which has been entrusted with the responsibilities for acquiring necessary items for educational institutions. However, as the deputy emphasized, the center is not effectively handling the tasks assigned to it, and local authorities—village governments and municipalities—are forced to solve the emerging problems on their own.


Previously, village governments selected contractors themselves and quickly provided schools with everything they needed, from desks to educational materials. Now, however, the procurement process is prolonged, and requests made at the beginning of the year are often fulfilled only by the end of the year. In some cases, schools may wait for equipment for 8-9 months.


The situation has worsened with the transition to a 12-year education system, scheduled for 2025, which increases the demand for equipping educational institutions.


Aitiev noted that under the new scheme, the center under the Ministry of Finance selects contractors, but financial issues and contract signing still fall on the shoulders of the village governments, creating additional difficulties and burdens for local authorities.


In light of the above, the deputy has called on the Ministry of Finance to pay attention to the situation and take necessary steps to ensure timely deliveries to schools and kindergartens.
