Mistakes today - problems tomorrow. The expert explained how to avoid tax issues

- My journey began in 2002 as a cashier, and by 2015 I was already a chief accountant. I gained experience in both the private and public sectors, including teaching at universities. In 2020, during the quarantine, I decided to create an online accounting course and write a book. Unfortunately, I was not allowed to run social media under my real name, so I decided to take a pseudonym. I have always liked the name Saida, and I found a surname that sounded strong and beautiful. Thus, Saida Nariman was born, who became known for her videos and training.

- How did you enter the world of taxation and accounting?- My path began in accounting and auditing. I went through routine work with primary documentation, accounts, and reports. In government structures, I learned that the cost of a mistake can be very high, which led to the formation of financial discipline and responsibility for budget funds. This training taught me to identify risks and build effective processes.

Over time, I realized that I wanted not just to make calculations but to explain how the provisions of the Tax Code work, helping entrepreneurs operate legally.

- What is it like to work as an accountant in Kyrgyzstan?- The work of an accountant in Kyrgyzstan has its pros and cons. Digitalization is moving forward: electronic offices and services are being implemented. However, rapidly changing rules require accountants to be not just "report people," but risk managers who understand all the nuances of interacting with the tax authorities and banks.

Today, an accountant is part of the business's security.

- Why is it so important to keep track of changes in taxation?- Tax changes are not just news. They concern money, risks, and the peace of mind of businesses. Changes in tax rates or regimes can significantly impact profits. New document requirements can lead to fines and account blockages.

Mistakes in documents today can lead to serious problems tomorrow.

The situation with administration is changing, and accountants need to constantly learn to understand how to properly document transactions and what is required of them.

It is important to keep track of news in this field to avoid getting into a difficult situation and protect your business. This requires regular information monitoring and subscribing to news.

- In 2025, a package of amendments to the Tax Code was adopted, which had a significant impact on business. Which of them do you consider the most significant?- I believe that not all amendments are important because of their wording, but those that truly simplify life for businesses. For example, the cancellation of mandatory submission of "zero" reports removed unnecessary bureaucracy and reduced the risks of fines for forgotten forms.

The cancellation of mandatory electronic waybills also made life easier for small businesses, reducing their burden.

I have always said that this document only complicated accounting, and I am glad that we were heard.

Additionally, the temporary legalization of goods without primary documents was also a significant measure that allowed businesses to come out of the shadows.

Changes in the construction sector and the simplification of tax regimes also played a positive role. The transition to a single tax of 4-6% until July 2025 simplified administration.

However, not all businesses feel a reduction in the burden, as this depends on their structure and accounting discipline.

- What is the time and cost savings for businesses due to the cancellation of "zero" reports?- Although no one has published exact data, it is clear that the cancellation of these reports has reduced administrative costs for businesses, especially for small ones. Now less time is spent preparing unnecessary reports, and the risk of fines has decreased.

- How have innovations in the Tax Code regarding the simplification of exit for entrepreneurs with tax debts affected businesses?- This decision has become a practical step, as previously even a small debt could lead to a travel ban. Now, conscientious entrepreneurs have gained more freedom, while debt collection methods remain.

- You noted that the exemption from liability for goods without documents has positively affected the legalization of small businesses. Was this an anti-crisis solution?- Undoubtedly. The state recognized the reality that many entrepreneurs have goods without complete primary documentation. This measure allowed many companies to come out of the shadows and start operating legally.

It is important to understand that the growth in VAT collections cannot be attributed solely to this measure without official analytics, but logic suggests that the more turnover in the legal sector, the higher the transparency and tax base.

- How has the cancellation of electronic waybills and electronic invoices affected businesses?- I always emphasize that this is not about completely abandoning accounting but about getting rid of unnecessary tools. The cancellation of mandatory electronic waybills for most goods reduced the burden on businesses and allowed them to focus on truly important documents.

We all remember how after the introduction of these documents, many accountants could not cope with the increased workload and resigned. It was time to understand that we could do without them.

- What are the results of your work as an accounting trainer, and why should small businesses study accounting?- Many entrepreneurs think that accounting is only needed for tax purposes.

I argue that accounting is not just reports, but control over finances. This is where the growth of any business begins.

When an entrepreneur understands where they are losing money and sets control points on risks, they can plan their growth. My courses are attended by both beginners and business owners who want to improve their companies. We have expanded the program and added courses for professionals, which has yielded excellent results.

Basic knowledge of accounting allows for informed decision-making and risk visibility.

- Why is it important to participate in the discussion of legislation?- Rules are created for businesses, and without their participation, they often do not work. When entrepreneurs and professionals participate in discussions, laws become more realistic. Silence always leads to more complicated rules. I am glad that now the business community is being involved in discussions of changes, and my proposals are finding support from the authorities.

Create favorable conditions, and there will be development, and the economy will have fewer gray areas.

- What changes would you like to see in the legislation?- I advocate for predictability of rules, a reduction of penalties for technical errors, and more services instead of pressure. I regularly formulate proposals for the professional community, as changes should be reasonable.

- What is your role in the International Association of Accountants?- It is not just a status. It is also a professional responsibility. The association helps improve standards and exchange experiences. An international perspective allows us to adapt best practices to our reality.

- What are your personal principles of success?- I always work with primary sources and believe only in facts and the norms of the law. I explain complex things in simple language and teach how to apply knowledge in practice. For me, accounting is a tool for business security.

- What advice would you give to beginners?- Master the basics—without them, you cannot become a professional. Work with laws, communicate with businesses in simple language, create a control system, and protect your reputation—it determines everything.
