The Jogorku Kenesh considered the ratification of the EAEU trade agreement with Mongolia

During the meeting of the Jogorku Kenesh, deputies considered a draft law concerning the ratification of the Temporary Trade Agreement between the Eurasian Economic Union and its member states on one side and Mongolia on the other. The agreement, signed on June 27, 2025, in Minsk, Republic of Belarus, was discussed in the second reading.

The initiative for the draft law was put forward by the Cabinet of Ministers of the Kyrgyz Republic.

The information was presented by Elvira Surabaldiyeva, Chair of the Committee on International Affairs, Defense, Security, and Migration.

This temporary agreement was signed in accordance with the laws and regulations of the member countries of the EAEU and Mongolia, as well as the rules of the World Trade Organization. In accordance with Article 11 of the Law of the Kyrgyz Republic "On International Treaties," the agreement has been submitted for ratification in order for it to come into force.

Additionally, the parliamentarians adopted a draft law on the ratification of the Protocol to the Nakhchivan Agreement concerning the establishment of the Council of Cooperation of Turkic-speaking States, which was signed on November 11, 2022, in Samarkand. This draft law passed the second and third readings.

It is proposed to carry out the ratification of the protocol with the reservation specified in Article 1 of the draft law. In particular, this implies that the ratification of amendments to Article 16 of the Nakhchivan Agreement regarding the granting of observer status in the Organization of Turkic States will not be considered as recognition of such entities as states or subjects of international law by Kyrgyzstan. This proposal is aimed at fulfilling the necessary procedures within the country for the protocol to come into force and at consolidating Kyrgyzstan's position on the issue of observer status.
