During the meeting of the Jogorku Kenesh, parliamentarians reviewed a draft law concerning the ratification of the Temporary Trade Agreement between the Eurasian Economic Union and its members, on one side, and Mongolia, on the other. This document was signed on June 27, 2025, in Minsk, Belarus, and was discussed in the second reading.

The initiator of this draft law was the Cabinet of Ministers of the Kyrgyz Republic.

Elvira Surabaldiyeva, the chairperson of the committee on international affairs, defense, security, and migration, presented information about the draft law.

It was noted that the agreement was signed in accordance with the norms of the EAEU legislation, as well as the rules of the World Trade Organization. In accordance with Article 11 of the Law of the Kyrgyz Republic "On International Treaties," this document was submitted for ratification to come into force.

Additionally, the parliament also adopted in the second and third readings a draft law on the ratification of the Protocol, which amends the Nakhchivan Agreement on the establishment of the Cooperation Council of Turkic-speaking States from October 3, 2009, signed on November 11, 2022, in Samarkand.

The ratification of this protocol is proposed with a specific reservation stated in Article 1 of the draft law. In particular, it emphasizes that the ratification of amendments to Article 16 of the Nakhchivan Agreement regarding the status of observers in the Organization of Turkic States will not be considered as recognition of these entities by the Kyrgyz Republic as states or other subjects of international law. This proposal is aimed at fulfilling the necessary domestic procedures for the protocol to come into force, as well as strengthening the position of the Kyrgyz Republic on issues related to granting observer status.
