The Parliament adopted a bill to change the status of border crossing points with Kazakhstan.

At a recent meeting of the Jogorku Kenesh, deputies reviewed and approved a draft law concerning the ratification of a Protocol that amends the Agreement between the governments of the Kyrgyz Republic and the Republic of Kazakhstan on border crossing points, signed on August 22, 2025, in Bishkek. This draft law has passed its second reading.

The proposed amendments relate to the status of two border crossing points: "Tomonku-Chuy-road" (also known as "Kamyshanovka-road") and "Kichi-Kapka-road." The essence of the proposals is to change their status from bilateral to multilateral (international), as well as to change the operating regime of the "Tomonku-Chuy-road" crossing point to round-the-clock.

These changes are aimed at creating more favorable conditions for the development of tourism, increasing cargo and passenger flow, and improving infrastructure in the region.
During the discussion, Deputy Umbetaly Kydyraliev inquired about how many border crossing points are functioning on the border with Kazakhstan, and it was noted that currently six such points are actively operating.
Deputy Mahabat Mavlyanova also addressed the issues faced by citizens of Kyrgyzstan when transporting goods. She cited an example involving seedlings that, during inspections, are forced to be unloaded, leading to a loss of quality and delays for exporters.

Additionally, Deputy Jumabek Salymbekov raised the issue of the 90-day restriction on the stay of foreign citizens in the country. He suggested considering the possibility of abolishing or revising this restriction in cooperation with the Ministry of Foreign Affairs.

In addition to this, the deputies also adopted a draft law on the ratification of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Belarus on readmission, signed on September 29, 2025, in Minsk, in two readings.

This agreement creates conditions for simplifying the process of accepting individuals who are illegally present in the territory of one of the parties, as well as regulating the transit of persons subject to expulsion, and promoting cooperation in combating illegal migration.

During the discussion, Deputy Umbetaly Kydyraliev was interested in which categories of individuals are not subject to the readmission procedure.
