Kyrgyzstan: Personnel Changes from December 29 to January 2

Over the past week, significant personnel changes have occurred in Kyrgyzstan.

Temirbek Erkinov has been appointed as the Deputy Minister of Health.


Erkinov replaces Nurgul Adnaeva, who held this position since April 2025.

In his new role, Temirbek will be responsible for issues related to digitalization in the healthcare sector.

Previously, he worked as an assistant to Akylbek Japarov and headed the Hungarian-Kyrgyz Development Fund, as well as serving as the honorary consul of Bangladesh in Kyrgyzstan. In May 2023, he was detained in Bishkek on suspicion of corruption, but was released two weeks later.

Ayaz Baitov's powers as Deputy Prime Minister have been extended.


He has been tasked with coordinating interactions between government agencies to improve efficiency and simplify public administration. Ayaz Baitov's powers as Deputy Prime Minister are valid until July 1, 2026.

It should be noted that in March 2025, he was appointed as the director of the National Institute for Strategic Initiatives (NISI) with the right to remain Deputy Prime Minister until October 1 of this year. NISI was granted the authority to coordinate reforms in public administration and implement changes. As a result of the new decree, Ayaz Baitov was relieved of his position as director of the institute.

Shumkarbek Adilbek uulu has become the director of NISI.


This position was previously shared with Ayaz Baitov.

Shumkarbek Adilbek uulu was born on February 19, 1986, and is a graduate of the Bishkek Financial and Economic Academy. In the past, he worked as an assistant to a member of the Jogorku Kenesh and headed the Agency for Promotion and Protection of Investments of Kyrgyzstan, as well as serving as the deputy director of NISI.

Ruslan Rakhimov has been appointed as the rector of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic.


Rakhimov previously worked as a teacher and administrator at the American University of Central Asia and collaborated with the National Academy of Sciences of the Kyrgyz Republic and foreign educational and research institutions.

Kaldarbek Marup uulu has become the artistic director of the Osh Philharmonic.


He has been given a probation period of three months.

Kaldarbek Marup uulu, born in 1997, graduated from the Faculty of Arts of Osh State University. In 2019, he began his career at the Osh Philharmonic, where he worked as a musician and arranger, creating scores for pop groups and serving as a conductor.

He is the founder and producer of the folk-pop group Aalam and actively participates in national and international festivals, as well as being the author of several musical works.
