Kyrgyzstan: Personnel Changes from December 28 to January 2

Over the past week, several significant personnel changes have occurred in Kyrgyzstan.

Temirbek Erkinov has been appointed as the Deputy Minister of Health.


He replaces Nurgul Adnaeva, who held this position since April 2025.

Temirbek Erkinov will be responsible for issues related to digitalization in healthcare.

Previously, he served as an assistant to Akylbek Japarov and headed the Hungarian-Kyrgyz Development Fund. He was also the honorary consul of Bangladesh in Kyrgyzstan. In May 2023, he was detained in Bishkek on suspicion of corruption, but was released two weeks later.

The powers of the Deputy Prime Minister have been extended to Ayaz Bayetov.


He has been tasked with coordinating the interaction of government bodies to enhance efficiency and reduce bureaucracy in public administration. His status as Deputy Prime Minister has been maintained until July 1, 2026.

It is worth noting that in March 2025, Bayetov was appointed as the director of the National Institute for Strategic Initiatives (NISI) with the right to serve as Deputy Prime Minister until October 1 of this year.

NISI has been granted powers to coordinate reforms in public administration and to swiftly implement changes. He was relieved of his duties as the director of the institute by decree.

The new director of NISI is Shumkarbek Adilbek uulu.


This position was previously held by Ayaz Bayetov in conjunction.

Shumkarbek Adilbek uulu was born on February 19, 1986, and graduated from the Bishkek Financial and Economic Academy. He previously worked as an assistant to a deputy of the Jogorku Kenesh and served as the director of the Agency for Promotion and Protection of Investments of the Kyrgyz Republic, as well as being the deputy director at NISI.

Ruslan Rakhimov has been appointed as the rector of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic.


Before this, he was engaged in teaching and administrative activities at the American University of Central Asia, and also worked at the National Academy of Sciences of the Kyrgyz Republic and collaborated with various foreign academic and research institutions.

Kaldarbek Marup uulu has been appointed as the artistic director of the Osh Philharmonic.


He has been set a three-month probation period.

Kaldarbek Marup uulu, born in 1997, graduated from the Faculty of Arts of Osh State University. Since 2019, he has worked at the Osh Philharmonic, where he has been involved in music, arrangement, and conducting.

He is the founder and producer of the folk-pop group Aalam and actively participates in festivals both within the republic and abroad, as well as being the author of numerous musical works.
