Sultan Sheishenbekovich Dzhumagulov was born in 1976 in the village of Tölök [Tolok], located in the Moscow District of Chui Region. In 2002, he successfully completed his studies at the Academy of the Ministry of Internal Affairs of the Kyrgyz Republic.
