The draft resolution developed by the Bishkek City Hall is titled "Approval of the Action Plan for the Development of Territories Joined to the City of Bishkek as Part of the Administrative-Territorial Reform for 2026-2030." As a result of the reform, 8 rural districts with 24 settlements were incorporated into the city. This expansion increased the area of the capital to 41,000 hectares.
A total of 15,588.96 hectares of agricultural land were included in the city, and municipal facilities were transferred, including 15 kindergartens, 18 schools, 11 libraries, 27 cultural and sports institutions, and 16 medical organizations.
However, despite the expansion, the new territories face a shortage of social facilities and weak engineering networks. Many of the transferred educational and cultural institutions require major repairs and upgrades.
Moreover, among the main problems are an underdeveloped road network, low levels of water supply and sewage, as well as limited electricity supply capabilities.
To address these issues in stages, an Action Plan for 2026–2030 has been developed, covering four administrative districts of Bishkek. This plan includes the construction and reconstruction of social facilities, the development of road infrastructure, as well as improvements to housing and communal services and the energy complex.
Funding for the activities will be provided from the republican and local budgets, as well as from the own funds of municipal enterprises and off-budget sources, including international grants and partner funds.
The implementation of this Plan is aimed at ensuring sustainable development of the urban environment, improving the quality of life of the population, and integrating the annexed territories into the socio-economic space of Bishkek.
