
The opening of the first international group of the Edu for Countries program became possible thanks to OpenAI, as reported by Kazinform citing the Ministry of Science and Higher Education of the Republic of Kazakhstan. Among the first participating countries are Estonia, Singapore, the United Arab Emirates, Jordan, Greece, and Kazakhstan.
Kazakhstan's joining this initiative marks the beginning of the widespread implementation of ChatGPT Edu — a special version of artificial intelligence for educational purposes — in the national education system. This makes Kazakhstan a pioneer among Central Asian countries in this international program.
The ministry emphasized that participation in Edu for Countries has strategic significance for educational policy. Kazakhstan believes that artificial intelligence should not replace teachers but, on the contrary, enhance their professional capabilities. ChatGPT Edu will help reduce the administrative burden on educators and improve the quality and personalization of learning.
The project is being implemented under an agreement signed on November 6, 2025, during the visit of the President of Kazakhstan to the USA. The main agreement was concluded between OpenAI, Inc., Freedom Holding Corp., and the local partner Bilim Group. The project is funded through private investments, without involving the state budget, which underscores business support.
“Kazakhstan's entry into the first international group of Edu for Countries coincides with the Year of Artificial Intelligence and Digitalization and demonstrates our systematic approach to implementing AI in key areas. We view ChatGPT Edu as an effective tool for supporting teachers and developing the scientific environment. The program takes into account national educational standards, safety requirements, and principles of equal access,” said the Deputy Prime Minister and Minister of AI and Digital Development of Kazakhstan, Zhaslan Madiyev.
