The GKNB has banned the CEO of Elite-Stroy-City LLC, Kasymzhanov, and the CFO Sultanov from leaving Kyrgyzstan due to delays in house construction.

The General Director of LLC "Elite-Stroy-City" and two other employees of the company have been banned from leaving Kyrgyzstan. This information became known on January 26 during a meeting held at the Main Department of the State National Security Committee (GKNB) for Osh and the Osh region.

Representatives of the GKNB were present at the meeting, as well as high-ranking officials such as Ernazar Suerkulov, head of the Department of State Architectural and Construction Control under the Ministry of Construction, Architecture, and Housing and Communal Services, and Orunbek Beyshebaev, head of the Osh City Department of Architectural and Construction Control. The General Director of LLC "Elite-Stroy-City," Bekzhan Kasymzhanov, and other representatives of the company also participated in the meeting.

According to a GKNB representative, residents of the city expressed dissatisfaction due to delays in the construction of multi-story buildings at the address: Osh, Tologona Kasymbekova St., No. 8A. He noted that the country's authorities instructed to take this situation under control and carefully consider citizens' appeals. "Your inaction has led to social tension, and we have decided to conduct explanatory work with you," the GKNB representative stated.

The company's financial director, Usen Sultano, explained the delays related to financial difficulties. He pointed out that, despite having funds for construction, problems arose due to low apartment prices at the initial stage of sales, which complicated timely payments from clients, many of whom are labor migrants. "Many buyers do not pay on time, and this creates difficulties for completing the project," he added.

The GKNB representative also inquired about the timelines for completing the construction. Sultano reported that 330 apartments have been handed over so far, and the company plans to hand over one block with two entrances in May.

After discussing the situation with the company representatives and the head of the architectural and construction control department, the GKNB emphasized the need to expedite the completion of construction work. During the meeting, a travel ban was announced for General Director Bekzhan Kasymzhanov, Financial Director Usen Sultano, and another employee of the company.

According to the Ministry of Justice, Omorov Kanatbek Abdilmamatovich is the head of LLC "Elite-Stroy-City," while the founder is Saliev Murzaly Abdijalilovich. The main activity of the company includes other construction and installation works. The company was registered on September 18, 2008, and underwent re-registration on April 17, 2024.

On the same day, January 26, a meeting was held at the Ministry of Construction, Architecture, and Housing and Communal Services with a representative of LLC "Elite-Stroy-City" based on a video appeal that went viral on social media. During the meeting, issues related to the company's activities were discussed, and appropriate instructions were given. It was also decided to create a special commission to inspect all construction sites of the company in the Osh region.
Additionally, until the company's inspection is completed, it will be temporarily prohibited from starting new projects. Earlier, a video from citizens who purchased apartments in the residential complex "Manas," which is being built at the address: Osh, Kasymbekova St., 8a, appeared on social media. It was established that the appeal was recorded in the fall of 2025.
