This document became part of the implementation of the presidential decree aimed at developing the agro-industrial sector, supporting the consolidation of small producers, modernizing the industry, increasing agricultural production volumes, and ensuring food security.
According to the new order, authorized representatives of the president in the regions, local state administrations, and local self-government bodies have been tasked with organizing the creation of at least one large agricultural cooperative in each district.
The plan includes the development of business plans for cooperatives, taking into account the climatic and geographical conditions of each region, providing underproductive pastures for up to 20 years after changing the land use designation, ensuring irrigation water, as well as restoring and constructing reservoirs and other hydraulic structures.
In addition, measures are provided for financing cooperatives through state programs, banks, and regional funds, simplifying lending conditions, as well as the possibility of providing guarantees in case of insufficient collateral. It is also planned to introduce a flexible loan repayment schedule and leasing of agricultural machinery on preferential terms.
The plan includes financing cooperatives through international financial projects. In particular, it concerns the projects "Comprehensive Improvement of Dairy Sector Productivity" for $30 million, "Development of Sustainable Agro-Food Clusters" for $35 million, and "Development of Climate-Resilient Value Chains in Agriculture" for $40 million.
Among other measures, support for cooperatives with fuel, fertilizers, seeds, and breeding stock, as well as consulting, informational, and advertising assistance is provided.
State bodies involved in the implementation of the plan are required to provide reports on its progress every six months. Consolidated information will be sent to the Presidential Administration.
