- Ukrainian President Volodymyr Zelensky received a draft plan from the Trump administration that, according to the U.S., could help activate peace negotiations. Despite the need for significant concessions, including the transfer of Ukrainian-controlled territories to Russia, Ukraine is willing to consider the new peace plan. Zelensky informed U.S. Secretary of Defense Dan Driscoll about this, as reported by Axios.
- According to the Financial Times, the U.S. expects Zelensky to sign the proposed Washington plan for conflict resolution by November 27.
- At a meeting with the "Servant of the People" faction on Thursday evening, Zelensky stated that he does not plan to dismiss Andriy Yermak from the position of head of the president's office, despite rumors of a possible resignation amid a corruption scandal.
- On the same day, Russian forces attacked several areas of the Dnipropetrovsk region, including Pavlohrad, Synelnykove, and Nikopol, as well as the city of Dnipro itself.
- The number of fatalities from the missile strike on Ternopil has risen to 28 people.
- On Thursday evening, the Russian army shelled Zaporizhzhia, resulting in the deaths of five people and injuries to three others, according to the head of the Zaporizhzhia regional military administration, Ivan Fedorov.
- Russian military officials reported the capture of Kupiansk, as stated by Chief of the General Staff Valery Gerasimov in a report to President Putin, who was at one of the "West" command posts. However, the General Staff of the Armed Forces of Ukraine denied this information.
