Axios: The US and Russia are working on a secret plan to resolve the conflict in Ukraine

According to sources, this plan includes 28 points organized into four key categories: peace in Ukraine, security guarantees, security in Europe, and prospects for relations between the USA, Russia, and Ukraine.

Trump's special envoy on this issue, Steve Witkoff, is leading the effort to develop the document. During consultations, he maintains contact with Kirill Dmitriev, the special representative of the President of Russia dealing with investment and economic cooperation. Dmitriev confirmed the information about the peace plan and expressed confidence in its prospects. "We feel that the Russian position is indeed receiving attention," he noted, adding that the main goal is "to create lasting security in Europe, not just in Ukraine." According to him, the plan should be ready for the next meeting between Trump and Vladimir Putin. Meanwhile, Washington intends to discuss the "benefits" of the new approach with Ukrainian and European partners.

A source from the Trump administration confirmed to Axios that the USA is keeping representatives from Ukraine and Europe informed about the progress of the plan. However, it is still unclear how exactly the document will address issues related to the occupied Ukrainian territories and how it will respond to the Kremlin's demands for the transfer of additional land to end the conflict.

It has become known that Witkoff held discussions about the new plan with Rustem Umerov, the Secretary of the National Security and Defense Council of Ukraine, earlier this week. It was expected that Witkoff would meet with Ukrainian President Volodymyr Zelensky on November 19 in Turkey to discuss the document, but at the last moment, he canceled this trip.

Prior to this, Zelensky announced his intention to visit Turkey to prepare for the "activation" of peace negotiations. Umerov also noted that with the support of partners from Turkey and the UAE, the parties agreed on the "activation of the Istanbul agreements" regarding prisoner exchanges. For its part, the Kremlin indicated that Russian representatives would not participate in negotiations in Turkey on November 19, and Kyiv had not notified of its intention to resume peace dialogue.
