Settlements in Three Regions Claim Village Status

The State Agency for Civil Service and Local Self-Government has initiated a public discussion on a draft law concerning the classification of a number of settlements from Batken, Osh, and Talas regions as aiyl (villages).

The purpose of this document is to grant aiyl status to those settlements that meet the established criteria for improvement and population size in accordance with the Law "On the Administrative-Territorial Structure of the Kyrgyz Republic".

The list of settlements is as follows:

Batken region includes: Bakai (ayil aimak Ak-Sai), Alty-Adyr (ayil aimak Kara-Bak), Orto-Sai (ayil aimak Samarkandek);

Osh region is represented by: Alymbek Datka (ayil aimak Jany-Alai of the Alai district), Ak-Bosogo, Birimdik, Dostuk, Zhashtyk, and Yntymak (ayil aimak Too-Moyun of the Aravan district);

Talas region includes: Balikchy (ayil aimak Kara-Buura of the Aitmatov district).

According to current legislation, a settlement can be recognized as an aiyl if its population is at least 50 people, with more than half of them engaged in agriculture.

Obtaining aiyl status will allow local communities to enhance their autonomy, improve opportunities for addressing local issues, attract investments, and implement socio-economic projects. Residents of such settlements will be able to register under the new administrative status.

Decisions to assign aiyl status were made at community meetings and received approval from local councils, district administrations, and the authorized representatives of the President of the Kyrgyz Republic in the respective regions.

All necessary documents were prepared in accordance with the requirements of the laws "On the Administrative-Territorial Structure of the Kyrgyz Republic" and "On Geographic Names in the Kyrgyz Republic," as well as in accordance with the Regulation approved by the Cabinet of Ministers' resolution No. 149 dated March 25, 2025.

On September 5, 2025, the Interdepartmental Commission on Administrative-Territorial Structure and Geographic Names under the government reviewed and approved this issue.

After the public discussion is completed, the draft law will be submitted for approval to the relevant state authorities, as well as to the presidential representatives in Batken, Osh, and Talas regions, and to the Union of Local Self-Government of the Kyrgyz Republic.
