The laws on judges and the cabinet propose to include norms on gender representation

It is proposed to adhere to the principles of equality between men and women in government bodies



At a meeting of the Jogorku Kenesh, amendments to constitutional laws were approved in the second reading, including those concerning "On the Council for Justice Affairs," "On the Supreme Court and Local Courts," and "On the Cabinet of Ministers."


The aim of the bill is to ensure equal rights and opportunities for men and women in various spheres, including politics, economy, culture, and public life, as well as to strengthen gender representation in government bodies.


In particular, the bill proposes the following measures:


when rotating judges of local courts, to consider gender balance, ensuring that no more than 70% of judges in a court are of the same gender;


when forming the composition of the cabinet of ministers, to ensure that representatives of one gender do not exceed 70% of the total number in the cabinet.


The justification for the bill states that in more than twenty local courts, mainly in the regions, there is a discrepancy with the minimum requirements for gender representation. The adoption of the new law should address this issue and align the structure of government bodies with the National Strategy for Achieving Gender Equality by 2030 and the State Program for Supporting Women's Leadership.


The development of this document occurred in parallel with the bill on amendments to legislation concerning gender equality and is aimed at complementing existing measures that promote the participation of women and men in the governance of state and local bodies.
