The Council for the Affairs of Persons with Disabilities is set to be granted official legal status

The Jogorku Kenesh has approved a bill that elevates the significance of the Council in its second reading.



Today, the Jogorku Kenesh adopted a bill concerning the work of the Council for the Affairs of Persons with Disabilities under the Cabinet of Ministers. This document, initiated by Deputy Dastan Bekeshev, aims to enhance the protection of the rights of people with disabilities.


The proposed legislation provides for the official establishment of the Council's functions, allowing it not only to advise but also to actively participate in the creation of laws and other regulatory acts related to the rights of people with disabilities. In particular, the Council will be able to coordinate draft documents that may impact the situation of this vulnerable group of citizens.


Established in 2020, the Council for the Affairs of Persons with Disabilities includes representatives from government institutions, public organizations, and independent experts. Importantly, it also includes organizations representing the interests of people with disabilities, which allows for their opinions to be considered in the development of state policy.


According to the explanatory note to the bill, granting the Council legal status will make its work more effective, and its recommendations will become mandatory for implementation. This will help avoid decisions that ignore the real needs of people with disabilities and improve the development of state programs and strategies.


Additionally, the bill aims to strengthen cooperation between government bodies and public organizations that protect the rights of persons with disabilities, as well as to align national policy with international standards.
