In 2025, Russia Sent Twice as Many Convicted Migrants Back to Their Home Countries

At a meeting of the collegium of the Ministry of Justice of the Russian Federation, the Commissioner for Human Rights Tatiana Moskalkova emphasized the importance of accelerating the processes for transferring foreign convicts to their home countries.

She noted that she often receives requests from women from Tajikistan, Uzbekistan, and Kyrgyzstan asking for help in transferring their relatives from Russian prisons back to their homeland.

“Unfortunately, a lot of time is spent on processing these requests, and there are also difficulties due to differences in national legislation and international obligations, which slows down the process. These people face challenges in obtaining the necessary documents, as well as difficulties due to insufficient knowledge of the Russian language and sending parcels,” Moskalkova added.

Justice Minister Konstantin Chuychenko, speaking at the same meeting, reported that in 2025, Russia transferred twice as many foreign convicts to their home countries compared to 2024, and 4.5 times more than in 2022. He emphasized that “it is necessary to maintain high rates” and strive for a “significant reduction” in the number of foreigners in the Russian penitentiary system.

Chuychenko also noted that transferring convicts to their home countries “significantly eases” the burden on the Russian criminal enforcement system and increases the likelihood of their rehabilitation and return to a law-abiding life.
