According to the Ministry of Water Resources, Agriculture, and Processing Industry, there has been a significant decrease in both the import and export of seedlings in Kyrgyzstan. In 2024, over 13.3 million seedlings were imported into the republic, while in 2025 this figure dropped to 6.86 million.

The Department of Chemicalization, Plant Protection, and Quarantine of this ministry conducts strict phytosanitary control over the seedlings entering the country. This includes constant monitoring of their import and compliance with necessary standards.

Since seedlings are products with a high phytosanitary risk, they are subject to mandatory quarantine control. First and foremost, documents are checked, including the phytosanitary certificate and accompanying papers. Laboratory studies are then conducted to identify potential quarantine harmful organisms. If necessary, disinfection methods such as fumigation may be applied.

As part of laboratory checks, over 8,000 examinations were conducted in 2024, while in 2025 their number exceeded 3,000. The volume of disinfection work last year reached 156,000 cubic meters, significantly surpassing the results of 2024.

In addition, a special permit document is required for the import of seedlings, confirming the right to import certain varieties and hybrids into the Kyrgyz Republic.

Control over the circulation of pesticides and agrochemicals is also an important part of the state's work. All such substances are subject to mandatory state registration, and the import of unregistered chemicals is strictly prohibited.

The main task of the department is to protect the territory of the republic from the import and spread of quarantine harmful organisms.
