At the meeting of the Jogorku Kenesh on February 4, Bekeshev raised the issue that many Kyrgyz citizens living in Kazakhstan and Russia face difficulties when trying to enter the country in vehicles registered outside of Kyrgyzstan due to the existing ban.

He expressed understanding of the reasons why this decision was made by the government but requested a review of the conditions, allowing citizens to enter for at least a month and to obtain temporary registration at the border to avoid leaving vehicles in Kyrgyzstan. "I ask you to make such concessions for our citizens," he added, addressing Almasbek Abytov, the representative of the president and the cabinet of ministers.

Bekeshev also noted that some cars with Russian license plates have been placed in impound lots, and their owners are unable to retrieve them. "Give people a chance. Let them pay some amount for legalization. Should we really send the cars for recycling? Please consider the possibility of additional legalization for vehicles with Abkhaz and Armenian plates, as not everyone has managed to do this," he emphasized.

Furthermore, the deputy called for assistance for citizens of Kazakhstan who have relatives in Kyrgyzstan and cannot visit them due to visa restrictions. "Numerous requests are coming from such people. Let's make an exception for them. They need help. Many families are suffering: children, grandmothers, and mothers are left without communication," he noted.
