The Ministry of Education announced the implementation of a rotation plan for the heads of district and city educational departments for the year 2026.
Gulzat Chotbaeva, head of the human resources department of the Ministry of Education, emphasized that the initiative aims to reduce corruption risks, eliminate conflicts of interest, and create fair conditions for managers. "Working in one position for a long time, especially at the local level, can create management risks," she added.
The department noted that the developed plan fully complies with current legislation.
It is also worth noting that the positions of heads of education departments at the district and city levels are included in the list related to high corruption risk.
According to ministry representatives, such rotation will serve as an effective preventive mechanism that enhances transparency and fairness in management.
According to the plan, the rotation will affect the heads of the following education departments:
- Moscow, Jayyl, Panfilov, Sokuluk, and Alamedun districts in the Chui region;
- Balakchinsky city, Issyk-Kul, Tyup, and Ton districts in the Issyk-Kul region;
- Aksy district education department in the Jalal-Abad region;
- Kara-Kulzhinsky, Alaisky, and Chon-Alai districts in the Osh region;
- Batken district and Sulyukty city education departments in the Batken region.
