At a meeting of the permanent commission of the Bishkek City Council on municipal property, urban planning, and architecture, Deputy Kazybek Ergeshov reported that in 2025, revenues from municipal parking lots and garages fell short of the expected 200 million soms, amounting to only 82 million. Thus, the shortfall is between 20 and 25 million soms.

Ergeshov noted that, according to calculations, it was expected that the annual income from parking would be 200 million soms; however, actual collections turned out to be significantly lower. In 2025, only 82 million soms were collected.

“Currently, most parking lots operate without proper oversight, and the funds that should go into the city budget end up in someone else's pockets. All parking lots are leased without competitions and tenders, and contracts are signed directly. There are corrupt schemes that harm the city. We need to figure out why there is a shortage of funds. Our parking lots should generate no less than 200 million soms. In the past, calculations were made at 15-20 soms per parking space, but now the cost is 25 soms, and some even charge 50 soms. If this is the market price, let's legalize the fees at 50 soms, and let the funds go into the city budget. This is a perfectly acceptable price, especially for large markets,” he added.

Deputy Director of the Municipal Enterprise “City Road and Transport Infrastructure” Talaybek Aseinov reported that the company plans to install a thousand QR codes in parking lots in the first half of the year, and another thousand in the second half. This will cover up to 80% of parking spaces and significantly increase collections.
