The number of participants in the resettlement program for compatriots in the Russian Federation has decreased.

According to "Vedomosti," since the beginning of 2025, about 26,700 compatriots living outside Russia have registered with the territorial bodies of the Ministry of Internal Affairs as part of the state program for voluntary resettlement. This figure is 16% lower than in the previous year, 2024, when 31,700 participants were recorded.

There has been a steady decline in the number of resettlers since 2022, according to the ministry's statistics. Last year, the largest number of resettlers were citizens of Kazakhstan (about 35% of the total), followed by citizens of Kyrgyzstan (approximately 11%), Turkmenistan (9.6%), Uzbekistan (9.5%), Tajikistan (9.2%), and Armenia (8.3%). The remaining 17.4% were migrants from Azerbaijan, Germany, the Baltic States, Ukraine, Israel, Georgia, and Belarus.

The goal of the program is to promote the socio-economic development of regions in Russia and address demographic issues. Participants can include former citizens of the USSR and their descendants, as well as people who previously lived in the territory of the RSFSR and have become citizens of other countries or stateless persons. Additionally, applicants can bring their spouses, children, parents, and other close relatives with them. Participation conditions include reaching adulthood, legal capacity, and knowledge of the Russian language.

Experts point to an increase in bureaucratic barriers, difficulties with legalization, and social adaptation in Russia as reasons for the decline in the number of resettlers. Furthermore, the geopolitical situation and concerns of potential participants related to sanctions and business conditions also play a role. Nevertheless, some specialists believe that the resource of compatriots in Central Asia has not yet been exhausted, and changes in external conditions could lead to an improvement in dynamics.
