At the meeting of the Jogorku Kenesh on February 18, Temirlan Aitiev raised the question of who ethnic Kyrgyz are. He noted that these people, despite not having citizenship of Kyrgyzstan, are still part of one nation. "Why do we treat them worse than enemies? In 2021, thousands of ethnic Kyrgyz returned to their homeland in search of protection and freedom. They are entitled to simplified citizenship acquisition and receive the status of qayrylman. However, state bodies providing services continue to divide citizens by various criteria: into rich and poor, northern and southern. The ethical standards of civil servants, including in the public service centers and other institutions, are not being upheld," the deputy added, calling for improved discipline and respectful treatment of people.
