Sarybashov replaced Janar Akayev, who was appointed mayor of Osh.

Sarybashov was born in 1971 in the Alay district. He began his career in 1989, working as a mechanic at a bus depot. After serving in the army, from 1991 to 2008, he worked first as a seller and then as the director of a market in the village of Gulcha, as well as in the private sector of the Alay district.
- In 2008, he was elected as a deputy of the Alay district kenesh, and from 2012 to 2015, he held the position of akim of this district.
- In 2015, Sarybashov became the authorized representative of the government in the Osh region.
- In 2018, he was elected mayor of Osh. In August 2021, he was appointed acting mayor of Bishkek, but on August 12, he resigned.
- In 2021, he was elected as a deputy of the Jogorku Kenesh of the VII convocation from the party "Ata-Jurt Kyrgyzstan".
