At the meeting of the Jogorku Kenesh, where the bill on state awards was discussed, Deputy Mahabat Mavlyanova raised the issue of the appointment of this new title.

Justice Minister Ayaz Bayetov explained that the title will be awarded for outstanding innovative achievements and significant contributions at the national level. He noted that there had previously been no special award for such merits, and citizens were awarded other honors or certificates.

The deputy inquired whether there would be a salary increase for holders of the new title.

Bayetov responded that salary increases for holders of state awards are provided in ten areas, particularly concerning professions in the social sphere.

Then Mavlyanova drew attention to the contribution of entrepreneurs to the economic development of the country.

“Private entrepreneurs are the engines of our economy; their contribution is significant, but why are they not receiving due recognition? The state rarely acknowledges their achievements, even though it is they who create jobs and ensure tax revenues,” Mavlyanova noted.

The minister agreed that such entrepreneurs should be encouraged and added that the title "Zharatman" is suitable for this category.

Mavlyanova also asked about the statistics on awarding entrepreneurs, noting that their share constitutes less than 1% of the total number of awardees.

According to a government representative, since 2010, only seven people have received the title of "Honored Entrepreneur."
