Rita Karasartova Filed a Lawsuit Against the State Penitentiary Service. Response from the State Penal Enforcement Service of the Kyrgyz Republic

Human rights activist Rita Karasartova has decided to file a lawsuit against the leadership of the State Penitentiary Service (GPS) and the pre-trial detention center SIZO-1.

Karasartova claims that while in custody, she was not given the opportunity to call her relatives, despite the fact that the law allows for 15-minute calls once a week.

In response to her statement, the GPS published a comment stating that the facts presented by Karasartova do not correspond to reality. The agency emphasized that when new detainees arrive, they are informed of their rights and obligations, as well as the rules and requirements of the institution.

The GPS stated that it conducts its activities in full compliance with the legislation of Kyrgyzstan and is ready to defend its position in court. The organization urged everyone, including the media and relatives of the detainees, to rely only on official sources of information and to avoid spreading false information.

It is worth noting that in September 2025, the Sverdlovsk District Court found Rita Karasartova guilty on two counts: Article 278 "Mass Riots" and Article 327 "Public Calls for Violent Seizure of Power" of the Criminal Code of the Kyrgyz Republic, imposing a fine of 50,000 soms and five years of probation supervision.


Karasartova's defenders filed an appeal against this decision in the city instance, but the appellate panel upheld the sentence, confirming the enforcement of the punishment and the conditions of probation supervision.
