In the Jogorku Kenesh, a draft law concerning the testing of drivers who violated traffic rules was discussed.
At a meeting of the parliamentary committee on law and order, combating crime, and countering corruption, deputy Bolot Ibragimov proposed an initiative for the complete re-certification of the staff and leadership of the GUBDD.
During the meeting, which took place on February 24, a draft law aimed at testing the knowledge of drivers who violated traffic rules was adopted in the first reading. According to the new rules, drivers will be required to take an electronic test on traffic rules after receiving a protocol. GUBDD inspectors of the Ministry of Internal Affairs will conduct the testing using a special system, and the results will be automatically entered into a database.
Ibragimov noted that although the concept of the initiative looks promising, activists checked the knowledge level of the inspectors and leadership of the GUBDD and found that they could not answer even the simplest questions about traffic rules.
Deputy Minister of Internal Affairs Adylbek Biibosunov reported that similar work is already underway.
