Bulat Ibragimov on Driver Testing: Even Inspectors Couldn’t Answer the Questions

At a meeting of the committee on judicial and legal issues of the Jogorku Kenesh, Deputy Bolot Ibragimov noted that before imposing strict requirements on drivers, it is necessary to conduct certification for both the personal and managerial staff of the State Traffic Safety Inspectorate (GUOBDD).

He cited the results of a survey that showed even inspectors are unable to answer basic questions about traffic rules.

“During the discussion of the draft law, we found that neither the management nor the staff could answer the simplest questions. Although the concept of the draft law looks promising, I cannot support it, as even the inspectors themselves do not know the basic rules. I am convinced that without prior certification, we do not have the moral right to check the knowledge of citizens,” emphasized the deputy.

Deputy Minister of Internal Affairs Adylbek Biibosunov, who presented a report on the draft law, confirmed that the situation is known.

“Yes, we are aware of these materials. As part of the preparation, training sessions were held for both personal and managerial staff. Knowledge of traffic rules is a mandatory requirement for all employees, and this is taken into account during professional development. We are taking measures,” said Biibosunov.

During the meeting, the committee also considered amendments to the Code of Offenses that would allow inspectors to test drivers on-site for traffic violations. If a driver is unable to answer the questions, their license will be revoked, and they will be issued a temporary license for 60 days, during which they must pass an exam at "Unaa." If the results are satisfactory, the license will be returned.
