Dastan Bekeshev on the Problems of Drivers in Categories C and D: Licenses Should Take Subcategories into Account

At a recent meeting of the Committee on Law and Order of the Jogorku Kenesh, Deputy Bekeshev reported receiving complaints from drivers who are dissatisfied with the current requirements.

He posed the question: "Why does a driver with a category D license have to undergo training again to obtain a subcategory D1 license? For example, a person driving a KamAZ cannot drive a smaller truck? How is it that a driver working on a 16-seat bus cannot operate a vehicle with eight seats? Categories should take subcategories into account," Bekeshev noted.

In response, the director of the State Center for Vehicle Registration and Driver Training, Tynchbek Saidov, explained that a new procedure for driver training was approved in November 2025.

"According to this procedure, no training is required to obtain a subcategory D1 license, but additional practical testing will be necessary. Upon positive results, a D1 certificate will be issued," he added.

Bekeshev also emphasized that many drivers who previously operated buses can no longer work on minibuses, which creates serious difficulties for them. "So many people are facing problems, and many companies cannot conduct their activities because drivers are unable to provide transportation," he concluded.

Another deputy, Bolotbek Borbiev, agreed on the need for a more detailed examination of the subcategory issue.
