The Committee of the Jogorku Kenesh, which deals with issues of justice and law enforcement, discussed a draft law that proposes a limitation on making changes to the codes, suggesting no more than once a year - reference to the draft law.

Deputy Minister Sayra Izakova emphasized that frequent changes in legislation create difficulties for citizens and businesses, leading to a decrease in trust in the legal system and instability of norms.

To improve the situation, it is proposed to establish a rule that changes to the codes will be made no more than once a year. Exceptions are provided, for example, in the case of decisions by the president or the Constitutional Court. Considering that such restrictions are already in place in the Tax and Digital Codes, this innovation could help streamline legislation.

The Deputy Minister also noted that this draft law had previously been considered by the committee, but at that time, the deputies decided to return it for further refinement. During the second reading, the issue of whether these restrictions apply to the deputies of the Jogorku Kenesh will be discussed.

As a result of the discussion, the deputies unanimously supported the concept of this draft law.
