The Ombudsman Institute found violations in colony No. 27. Comment from the State Penitentiary Service of the Kyrgyz Republic

On February 26, the Ombudsman Institute conducted an inspection at correctional facility No. 27 of the State Penitentiary Service (GSIN), during which serious violations were discovered. In particular, the ombudsmen noted that the institution is experiencing significant overcrowding, and the area allocated per inmate is substantially below the established norm.

In response to these remarks, GSIN reported that there are currently 1,101 inmates serving their sentences in the facility.

According to the agency, the total area of the facility is 7.27 hectares, with a maximum capacity of 1,200 places. There are three dormitories on the premises with a capacity of 980 places, as well as specialized zones for inmates convicted of extremism and terrorism, as well as for those who have served in law enforcement agencies. Additionally, there is a dormitory for 100 inmates working in economic institutions and a rehabilitation center "Ak Niyet" for participants in social adaptation and rehabilitation programs.

GSIN clarified that there should be at least two square meters per inmate. According to them, the accommodation in facility No. 27 meets these requirements.

“All inmates are provided with necessary bedding and hygiene products, as well as receive three hot meals a day. Considering the above, the information about overcrowding and lack of living space presented by the Ombudsman Institute is not accurate. Nevertheless, work on protecting the rights of inmates is ongoing,” GSIN added.
