
As a result of the inspection, serious violations were identified. Currently, there are 1102 people serving their sentences in the colony.
According to established norms, there should be at least two square meters of living space per prisoner, however, in institution No. 27, this figure is only 1.6 square meters.
The monitoring showed that the living quarters in the barrack-type facility do not meet the requirements. In the first building, in one room of 16.5 square meters, 10 prisoners live, while in the adjacent room, which is 23.1 square meters, there are 14 people.
In the second building, conditions also leave much to be desired: 15 prisoners are held in a room of 26.4 square meters, while another room, with an area of 16.5 square meters, is intended for 10 people.
It should be noted that until 2023, this institution was designed for 750 places, and in 2026 the limit was increased to 2000, but no new living quarters were built.
According to the norms of legislation, the maximum allowable occupancy of the colony is determined based on the actual area of living quarters.
In this regard, the Ombudsman's Institute sent recommendations to the State Penitentiary Service to increase the living space in institution No. 27 to meet the requirements of the Criminal Executive Code of the Kyrgyz Republic.
During the monitoring, the employees of the Institute held conversations with the prisoners, resulting in three requests.
One of the prisoners, a German citizen serving a 5-year prison sentence (under Article 332 of the Criminal Code of the Kyrgyz Republic), requested that the German embassy be notified of his presence in the colony.
Another prisoner requested assistance in obtaining a pardon, noting that he had submitted a petition in December 2025 but was denied.
The employees of the Ombudsman's Institute provided him with legal advice on the pardon procedure, explaining that a new petition can only be submitted after serving half of the sentence or one year after the refusal of the previous petition, unless there are new circumstances.
