Furthermore, the platform calls on the akyikatçı (ombudsman) of the Kyrgyz Republic:
- to carry out an unscheduled monitoring visit to facility No. 27 and, if necessary, other institutions of the penitentiary system;
- to conduct confidential conversations with Askat Zhetigen and other inmates without the presence of the administration;
- to document the conditions of detention and possible cases of violence;
- to prepare a public conclusion with recommendations for state authorities.
The full text of the appeal is available in the attached document.
It is worth noting that the ombudsman institution reported complaints from Askat Zhetigen, who is serving his sentence in facility No. 27. In his letter, Zhetigen claims that on March 2, the head of the operational department of the colony, named Ulan, sent him to the punishment isolation cell (SHIZO), threatening him with "harsh conditions" and accusing him of agitating other inmates. The poet calls these accusations "absolute lies" and assures that he has never supported criminal elements.
Askat believes that his placement in SHIZO is revenge for telling the ombudsman representatives about violations in the facility. He claims that during his conversation with the inspectors, the colony staff tried to prevent the disclosure of information, which led to a verbal altercation. The State Penitentiary Service, in turn, denied these accusations, stating that the information about violations and the infringement of the convict's rights is not true.
Information that Askat Zhetigen was released from SHIZO was reported on March 4.
