The akyn Askhat Zhetigen expressed dissatisfaction regarding the threats and conditions of his detention in colony No. 27. The letter in which he shares his experiences was published by his lawyer Nurbek Toktakunov.
In turn, the State Service for the Execution of Sentences (GSIN) denied the statements contained in this letter. The agency assured that the information about violations and infringement of the rights of the convicted person does not correspond to reality.
It is reported that there are currently 1,102 convicts in colony No. 27. For the heating season of 2025/26, 556 tons and 920 kilograms of coal were allocated, which is used for heating both residential and administrative premises. The GSIN also noted that the staff do not use the institution's bathhouse.
Furthermore, the GSIN reported that for the capital repair of the institution under article 3111, 2 million 243 thousand soms were allocated, and the work was financed from the state budget.
Regarding Zhetigen's transfer to the punishment isolation cell (SHIZO), the service explained that on March 2, he allegedly committed a serious violation of internal regulations and encouraged other convicts not to comply with the legal requirements of the administration. In accordance with article 118 of the Criminal Executive Code of the KR, a disciplinary sanction in the form of 15 days in the punishment isolation cell was applied to him, as decided by the head of the institution.
The GSIN also reminded that oversight of the activities of institutions is carried out by the prosecutor's office and the ombudsman institute. In 2025, representatives of the ombudsman checked institution No. 27 three times, while the prosecutor's office did so eight times; in 2026, each agency conducted inspections three times.
