Taking into account the information that has appeared in the media and social networks regarding the violation of the rights of individuals in custody, the State Penitentiary Service (GSIN) published an official response:

1. Familiarization with Rights and Responsibilities

Upon entering the detention centers, inmates first undergo quarantine and familiarize themselves with their rights and responsibilities. This information is presented in the form of videos on screens, as well as in printed form, which they confirm with their signature. Additionally, excerpts from the Internal Regulations are posted on boards in the cells.

2. Rules for Short Haircuts

According to Article 16 of the Law "On the Procedure and Conditions for the Detention of Persons Detained on Suspicion and Accusation of Committing Crimes," in order to maintain order in places of deprivation of liberty, Internal Regulations are applied.

Chapter 6 of these rules states that inmates are required to maintain cleanliness in the cells, monitor their appearance, and adhere to personal hygiene rules, including short haircuts. These measures are aimed at prevention and compliance with sanitary standards, and are not intended as punishment or humiliation.

The haircut requirements in detention centers aim to prevent infectious diseases. Inmates are regularly provided with bedding and hygiene products.

3. Restrictions on the Use of Electric Stoves

In accordance with the government decree dated April 16, 2019, restrictions on the use of electric stoves in GSIN institutions have been introduced to optimize budget expenditures and comply with energy standards.

4. Nutrition of Inmates in Detention Centers

Inmates are provided with three hot meals a day. Before being escorted to court hearings, they are fed breakfast, and after lunch, they are returned to the detention center. Dinner is also served at the place of detention.

5. Provision of Medical Drugs

Currently, all inmates with medical indications receive the necessary medications according to doctors' prescriptions. The detention centers are supplied with all necessary medications, and when escorting sick individuals who may participate in court hearings, they receive the prescribed doses of medications.

6. Issues with the Transfer of Food and Essential Items

To avoid corruption and conflicts between visitors and staff, an electronic queue system was implemented in Detention Center No. 1 starting May 25, 2025. The transfer of items is carried out by tickets, which has significantly reduced the number of conflicts and corrupt practices.
Since the beginning of the year, 64,613 cases of transfers for the accused have been registered.
The GSIN is also actively working on the construction of new detention centers, which should improve the conditions of detention and enhance sanitary, domestic, and medical standards for inmates.
