New Sanitary Standards for Private Kindergartens Prepared in Kyrgyzstan

The Cabinet of Ministers of Kyrgyzstan has presented for public discussion a draft resolution that introduces new sanitary and epidemiological standards for private preschool institutions located in residential buildings. This document has been prepared in accordance with the government's decision and is based on the Law "On Public Health."

The proposed changes affect the appendices to the government resolution adopted in 2016 and for the first time detail the requirements for the activities of individual entrepreneurs providing preschool education services in private homes and apartments.
Under the new project, mini-kindergartens will have to comply with restrictions on the number of children: no more than 25 in private homes and up to 10 in apartments of multi-story buildings.
The project also establishes strict requirements for the territory where the kindergarten operates: the area must be fenced, landscaped, illuminated, and divided into zones for play and household needs. Additionally, a place for storing strollers and bicycles must be provided. During the summer, the territory must be watered, and in winter, it must be cleared of snow and ice.
Special attention is paid to the requirements for premises. The kindergarten must have a place for storing clothes, a play area, transformable beds if necessary, a kitchen with labeled inventory, a separate laundry room, and a equipped toilet. Although joint use of the restroom by children and staff is allowed, all premises must be easy to clean and disinfect.
Cleaning must be carried out at least twice a day, and a deep clean must be done once a month. Toys must be safe and suitable for processing; soft toys may only be used as didactic material. Bed linen and towels must be changed at least once a week.

Upon admission to the kindergarten, a medical certificate in the form No. 063 and 26-u will be required. Educators must conduct a morning check of the children: if a child shows signs of illness, they will not be allowed into the group. Sick children during the day should be isolated and parents notified.

Staff must have medical books, undergo annual medical examinations, adhere to personal hygiene rules, and work in clean clothing.
For those involved in food preparation, there is a ban on wearing jewelry and using pins. The menu for children must be displayed in a visible place, and all products must be stored according to rules that prevent contact between raw and cooked food. Kitchenware and inventory must be labeled.
An individual entrepreneur providing services will be appointed as responsible for compliance with all sanitary standards.
