The State Prepares Tamchi: How a New Investment Zone is Being Created at Issyk-Kul

The discussion of the project concerning the creation of a special financial investment territory "Tamchi" (SFIT) has already begun. This document, developed by the Ministry of Construction, Architecture, and Housing and Communal Services, is a response to the law on SFIT and previous government directives. The development of requirements is the first step towards creating a master plan that will define the layout, engineering infrastructure, and land use regime in the new area.
It is planned that the SFIT "Tamchi," located on the shores of Issyk-Kul, will become a unique territory with a special legal regime for technological, financial, and service companies. The new project requirements are intended to establish the basic rules for the development of this space, including zoning, placement of facilities, as well as environmental standards and preparation of engineering infrastructure. The initiators are confident that this will help avoid chaotic construction, ensure transparency of the actions of the managing authority, and provide predictability for investors.

The proposed document discusses the division of the territory into functional zones, including the creation of a financial and business center, tourist clusters, logistics sites, and service infrastructure.

At the same time, it is important to preserve the natural appearance of the coastline: the project strictly prohibits interference with the natural terrain and displacement of the coastal ecosystem. Facilities with increased danger can only be placed if sanitary protection norms and industrial safety standards are met.
A separate section of the document addresses engineering and transport infrastructure.

Future constructions must be connected to electricity supply, gas supply, heating supply, water supply, and stormwater drainage systems, taking into account the reservation of critically important networks.

It is necessary to ensure transport connectivity of the area with the "Issyk-Kul" airport, major highways, and logistics routes. The implementation of energy-efficient solutions and the creation of climate-resilient facilities are also important.
Environmental standards occupy a significant place in the project. All projects to be placed must undergo an environmental impact assessment. The managing company is obliged to confirm the availability of sufficient water resources, ensure wastewater treatment to standards, and create a "green framework" — systems of landscaping, public spaces, and natural buffers. Monitoring of the state of water resources, soil, air, and compliance with zoning boundaries is also provided.
A special regime will be in place during the transitional period.

Until the internal acts of the SFIT are approved, decisions on the placement of facilities and the commencement of construction will be made based on expertise selected by the managing company. During this period, state inspections and supervisory activities will not be conducted, which, according to the authorities, will help accelerate the launch of infrastructure and attract the first residents.
After the complete formation of the regulatory framework for the SFIT, the management of the territory will transition to permanent monitoring, which will include control over the load on engineering networks, compliance with environmental standards, height parameters of construction near the airport, water use limits, and the implementation of the environmental protection plan.
