The State Penitentiary Service (GPS) commented on the statement by lawyer Nurbek Toktakunov regarding the alleged unlawful transfer of Temirlan Sultanbekov to a punishment cell and his detention under "harsh conditions."

Yesterday, the lawyer reported that after the ombudsman's visit to the pre-trial detention center (SIZO) to his client, Temirlan Sultanbekov, measures were taken in the form of a transfer to a punishment cell. According to him, this could have been a response to complaints about poor detention conditions. Toktakunov also noted that Sultanbekov is allegedly kept in darkness and deprived of proper food and packages. The lawyer plans to contact the ombudsman's office to obtain a response to this situation.
The GPS denied these statements, calling them false.
According to the GPS, Temirlan Sultanbekov is held in institution No. 21 (SIZO-1) in Bishkek, where he has repeatedly violated established rules. For this, he has received disciplinary sanctions, including a reprimand. Due to systematic violations, on December 27, the accused was transferred to a punishment cell for a period of ten days, which was done in accordance with the law,” the service reported.
The GPS also refuted information about Sultanbekov's forced hunger strike, noting that during his time in the punishment cell, he receives hot meals three times a day in accordance with established norms.
The agency emphasized that there is no connection between the visit of representatives of the ombudsman's office and the application of disciplinary measures against Sultanbekov. The GPS stated that incentives and penalties are applied to all accused and convicted individuals on an equal basis and solely within the framework of the law.

The GPS also reminded that its activities are subject to control by higher authorities and prosecutorial oversight, and the actions of employees can be appealed in the established manner.

It should be noted that on November 22, mass arrests occurred. The Ministry of Internal Affairs reported the suppression of the activities of a group preparing for mass riots after the elections to the Jogorku Kenesh. Political figures were detained, including former deputies and the son of former President Almazbek Atambayev. A total of 10 people were detained, who, by court decision, remain in custody until January 17, 2026:


They are charged under Articles 36 "Preparation for a Crime," 41 "Types of Accomplices," 278 "Organization of Mass Riots," and 326 "Violent Seizure of Power" of the Criminal Code of the Kyrgyz Republic.
