He reported that the head of the operational department, Ulan, sent him to the punishment isolation cell (PICS) on March 2, accusing him of inciting other inmates and promising "harsh conditions." The poet called these accusations "absolute lies" and stated that he has never supported criminal elements.
Zhetigen believes that his transfer to PICS is retaliation for informing the ombudsman about violations in the colony. He claims that during a conversation with representatives of the ombudsman, a staff member of the colony attempted to prevent the disclosure of information, which led to a conflict.
Response from the Penal Enforcement Service
The Penal Enforcement Service (PES) responded to Zhetigen's accusations by denying them, stating that the information regarding the infringement of the inmate's rights is not true.The PES added that there are currently 1,102 inmates housed in facility No. 27. For the heating season of 2025/26, 556 tons and 920 kilograms of coal have been allocated for heating residential and administrative premises, and staff do not use the facility's bathhouse.
Additionally, 2 million 243 thousand soms have been allocated for the capital repairs of the facility, and the work is being carried out using budget funding.
Regarding the decision to transfer Zhetigen to PICS, the PES explained that on March 2, he violated internal regulations by urging other inmates not to comply with the administration's demands. Based on Article 118 of the Criminal Executive Code of the Kyrgyz Republic, he was subjected to a disciplinary penalty of 15 days in the punishment isolation cell. This decision was made by the head of the facility.
The PES also noted that the activities of the facilities are under the control of both the prosecutor's office and the ombudsman’s office. In 2025, representatives of the ombudsman checked facility No. 27 three times, while the prosecutor's office conducted inspections eight times. In 2026, both agencies also carried out three inspections each.
