
Thanks to the actions of the Ombudsman of the Kyrgyz Republic, Jamilia Jamambaeva, the labor rights of builders from the Talas region have been restored.
According to the Ombudsman Institute, a group of citizens from Talas sought assistance from the ombudsman, reporting violations of their labor rights. In their statements, 21 individuals noted that from January 5 to 16, they worked on the construction of an apartment building being carried out by a state mortgage company. However, on January 16, they were unexpectedly suspended from work without explanation, and about 60 workers from another country were brought in to replace them.
“When we were hired, no labor contracts were signed with us, but a log was kept, and we have photo and video evidence of our work. We are turning to the ombudsman for the protection of our rights and assistance in re-employment,” they stated in their appeal.
Based on this appeal, the Institute sent an official request to the Labor Legislation Control and Supervision Service of the Ministry of Social Policy, to the JSC "GIK," and to the presidential representative in Talas.
In a response letter, GIK clarified that they are merely the customer for the construction of mortgage houses, while the actual work is carried out by the state enterprise "Kyrgyzstroyservice." During the inspection, institute staff learned that the construction of this residential complex was initially handled by another company, which left the project unfinished, and the site was handed over to a new organization.
It is worth noting that after the written request from the institute, the current contractor expressed readiness to hire local residents with the necessary skills and experience.
In early February, the applicants reported in writing that they had been re-employed and expressed gratitude to the human rights defender for her assistance.
