Twenty-one citizens of the region turned to the human rights organization for assistance regarding their dismissal. They stated in a collective appeal that they had worked on the construction of a multi-story residential building in Talas from January 5 to 16. The project is being implemented with the support of the State Mortgage Company.
According to the workers, they were dismissed on January 16 without explanation. In their absence, about 60 workers from another country began working on the site.
The applicants emphasized that labor contracts had not been concluded with them, but there was a timekeeping log, as well as photos and videos confirming their participation in the construction.
After receiving the appeal, the Ombudsman Institute sent inquiries to the Labor, Social Security and Migration Ministry's Labor Legislation Control and Supervision Service, as well as to the State Mortgage Company, the regional prosecutor's office, and the president's representative in the Talas region.
In a response from the State Mortgage Company, it was indicated that it is the customer of the construction, while the actual executor is the state enterprise "Kyrgyzstroyservice".
During the investigation of the appeal, the institute's staff found that a different contractor had previously been engaged in the construction of this complex but did not complete the project. Soon, the site was handed over to a new contractor.
After the institute's intervention, the new contractor agreed to hire local residents, provided they had the necessary qualifications and experience.
In early February, the applicants reported that they had been re-employed and expressed gratitude to the ombudsman for assistance in protecting their rights.
